For the past seven years, the Greater Cleveland Council has set an aggressive strategy with which to reach inner city youth by hiring program aides to deliver the Cub Scout program. This initiative known as Scoutreach served 2,183 youth in 58 packs in 2015. Since its inception in 2009, over 10,000 boys have participated. Our greatest challenge is to 'cross-over' the Cub Scouts to Boy Scouting at the end of fifth grade. We have tried a couple of different approaches although none have been successful. But as the saying goes, your greatest challenge is your greatest opportunity and we know the Boy Scout program delivered successfully will changes lives. Scoutmasters hired by the council are spearheading the Scoutreach Boy Scout program a.k.a. Operation First Class, our pilot program to deliver the Boy Scout program to 6th, 7th and 8th boys living in the city of Cleveland. It is intended to capture a boy?s interest and deliver our mission: 'To prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law.'
